If Jeju Island identifies potential development locations through the establishment of a five-year comprehensive wind power plan, the Jeju Energy Corporation, designated as a public management organization for wind power resources, will establish a project implementation plan, form a consortium with companies that want to develop the project after prior public review, directly participate in the entire development process, and manage it so that it can be implemented as planned.

Initially, Jeju Island's proposal was to allow private business applicants to select the development locations. This raised concerns about damaging publicity and making it difficult to do business, and since then, experts and residents have gathered opinions on how to strengthen the public's ability to manage wind resources to secure publicity and increase speed.

Jeju Island expects the management organization to secure the acceptability of private operators and residents from the project development planning stage, and to respond jointly so that a consensus can be formed between the residents of the project area and neighboring villages. 

To support the public-led 2.0 wind power development plan, Jeju Province has proposed the Ordinance Draft, and will receive comments until the 30th of this month. After the Ordinance revision process, the Province plans to carry out follow-up procedures such as preparing a detailed action plan.

"We have supplemented the public-led 2.0 wind power development plan by prioritizing the protection of Jeju's environmental values and the reflection of residents' voices," said Governor Oh Young-hoon.
